Development & Testing of the New Candidate Selection Algorithm – Project Report

The Treatment Selection algorithm (Old CSA), sitting currently within RAMM, is a simple and easy to use tool that meets a number of needs for the road asset manager:

  • At a treatment length level, it identifies a candidate list of renewal sites that can be taken for field validation to confirm the year 1 and 2 FWPs.
  • At a network level it serves to identify network pavement and surfacing renewal needs for a two-year period.
  • At a network level it provides a prioritised list based on first year rate of return, which can be used as a basis for managing limited funding.

The old CSA is used to forecast the timing and treatment required to maintain roads in good condition for the least whole-of-life cost in the short to medium term.

The old CSA was reviewed for NZTA in September 2016. (Report 599). The objective of this research was to improve the treatment selection algorithm.

Since the old CSA was developed in the 1980s:

  • the long-term pavement performance monitoring site findings
  • condition measurement techniques and parameters have developed
  • economic analysis parameters have changed.

The old CSA has performed well and a measure of its performance is reflected in the desire to update the algorithm. However, there have been a number of lessons learned in that time. These are identified in the research review Report 599.

This opportunity is to develop and test an electronic version of the new Candidate Selection Algorithm (CSA). The CSA will build on the old CSA with the improvements as identified in the research project and subsequent work. It will be used to guide future surface and pavement works and needs to reflect current knowledge and experience.

Please note: The development of one road network classification (ONRC) system has been undertaken since the research to update the old CSA began. Therefore, when reading Report 599, the reader should do so with this caveat in mind.
