Fiona Vessey
Group Manager Infrastructure Assets and Operations, Matamata-Piako District Council
Fiona has spent more than 20 years working across local government and the infrastructure sector, with a particular focus on water services, asset management, and the delivery of complex public infrastructure. She is currently the Group Manager Infrastructure Assets and Operations at Matamata‑Piako District Council, where she is responsible for the planning, delivery, and stewardship of essential community infrastructure, including Three Waters, roading, solid waste, and major capital and renewal programmes.
Her career began in the Far North, where she entered the infrastructure world through project management rather than formal engineering training. One of her earliest and most formative experiences was leading the delivery of the Kerikeri Heritage Bypass—at the time the largest project undertaken by the council. That project shaped her leadership approach and reinforced a belief that successful infrastructure delivery is as much about people, relationships, and trust as it is about technical solutions.
Throughout her career, she has worked across a range of councils in senior leadership roles, contributing to the governance and operational challenges facing local government infrastructure. This has included navigating funding constraints, responding to increasing regulatory expectations, and engaging communities on complex and sometimes contentious water and infrastructure issues. She have been actively involved in sector forums and professional networks, including IPWEA and Water New Zealand, and she values the role these organisations play in strengthening capability across the industry.
Fiona is particularly passionate about leadership development and diversity in infrastructure. Having spent much of her early career as the only woman in the room, she remains committed to creating environments where people from different backgrounds can thrive, lead, and see a future for themselves in the sector
